Cheshire West and Chester Council, in partnership with the NHS Cheshire & Merseyside Integrated Care Board, is inviting local residents to share their views through a new survey as part of the update to the borough’s All‑Age Carer Strategy.
An unpaid carer is anyone, of any age, who supports a family member, friend or neighbour who cannot manage independently due to illness, disability, mental health needs, addiction or age‑related frailty. Carers provide vital support every day, often while balancing work, family life or study, and the Council wants to ensure that local services truly reflect their needs.
Councillor Sheila Little, Cabinet Member for Adult Services said:
“Unpaid carers make an extraordinary contribution to the wellbeing of people across Cheshire West and Chester. Their dedication often goes unseen, but it is essential to our communities and to our health and care system. Updating the All‑Age Carer Strategy will help ensure that carers receive the recognition, understanding and support they deserve. I urge carers, residents and organisations to take part in the survey and help shape a strategy that truly reflects their priorities and lived experiences.”
The survey is now live and open to all residents, as well as local organisations, partners and professionals. Feedback will directly inform the priorities and actions in the updated All‑Age Carer Strategy, ensuring support is effective, accessible and aligned with what really matters to unpaid carers.
Why the Strategy Is Being Updated
Cheshire West and Chester Council, together with the NHS Cheshire & Merseyside Integrated Care Board, is refreshing the All‑Age Carer Strategy originally developed in 2020 with carers, organisations and professionals. Since then, the needs and challenges faced by unpaid carers have continued to evolve, and it is crucial that local support keeps pace.
Updating the strategy also aligns with the Council’s wider vision of ’Enabling Great Lives’—our commitment to helping people live well in the place they call home and supporting communities to thrive. Unpaid carers play an essential role in achieving this, and the refreshed strategy will ensure carers of all ages are recognised, valued and empowered, with access to the right support at the right time.
The updated strategy will reflect both current national policy and local priorities, strengthening our long‑term commitment to unpaid carers. By working collaboratively with carers, partners and communities, we aim to deliver high‑quality, person‑centred support that promotes wellbeing, independence and resilience.

The survey is open until 10th May 2026, and all responses will be carefully considered in shaping the updated All‑Age Carer Strategy.
Better Together for Carers and the Community offer information, signposting and in person support to local residents and unpaid carers across Cheshire West. They also provide a wide range of activities, events and support for carers, and help people connect with local services and community based support.
