Flintshire among Wales’s top performing councils for tax collection

Flintshire County Council has once again been recognised as one of the best-performing councils in Wales for collecting both council tax and business rates, helping to protect local services and ensure fairness for taxpayers.

Latest Welsh Government figures show Flintshire achieved the second highest in-year council tax collection rate in Wales during 2025/26, with 97.2% of council tax collected.

The Council also had the second lowest level of outstanding council tax arrears per household in Wales.

Compared with some lower-performing Councils, Flintshire collected around 3.3% more council tax in year – equating to around £4.5 million in additional income. This helps ensure the continued delivery of essential services for residents and communities across the county.

By collecting a greater proportion of what is owed, the Council is also able to keep the overall level of Council Tax as low as possible for those who do pay.

Meanwhile the Council achieved a similarly strong result in collection of National Non-Domestic Rates (NNDR). Figures show Flintshire was the third highest collector of business rates in Wales in 2025/26, with a rate of 98.1% - significantly above the Welsh average of 95.8%.

The strong performance in both areas reflects the commitment of residents and businesses who pay on time, alongside the work of Council teams to ensure money is collected efficiently while supporting those experiencing financial difficulties.

Councillor Paul Johnson, Deputy Leader and Cabinet Member for Finance, said:

“These results demonstrate our commitment to protecting public funds and ensuring everyone contributes fairly towards our local services.

“The vast majority of residents and businesses pay what they owe on time, helping to ensure vital services can continue to be delivered.

“However, we recognise that some people may be struggling  to pay, and we want to encourage those people to contact us as early as possible so we can offer support and advice.”
