Public consultation on individual alley gating Public Spaces Protection Orders

Cheshire West and Chester Council has launched a public consultation on its 14 individual alley gating Public Spaces Protection Orders (PSPOs) which are due for renewal in October 2023.

In October 2014 the Anti-Social Behaviour, Crime and Policing Act 2014 introduced powers to tackle anti-social behaviour (ASB), including the power to make Public Space Protection Orders.

PSPOs can be used to regulate activities in public places that can have a negative effect on our communities. They can help by giving the council and police additional powers to tackle ASB in specified areas.

The 14 existing PSPOs for alley gating enable the Council to restrict access over areas where there has been significant crime, disorder or ASB through the installation of gates at entrance points to alleyways.

All PSPOs must be renewed every three years and the Council is legally required to carry out a review and consult.

Gating PSPOs are only created when all other means to prevent ASB in affected areas have been exhausted. Where gating Orders are in operation keys are issued to affected residents and businesses so that they can continue to access their properties.

Councillor Christine Warner, Cabinet Member for Homes, Planning and Safer Communities, said: “We would like to hear the views of our residents on these 14 alley gating Public Spaces Protection Orders. This feedback will help us to understand how effective alley gating has been in preventing Anti-Social Behaviour in these areas and will be used to evaluate the effectiveness of the Orders.”

The consultation will be running until 31 August 2023.
