A major programme of road maintenance and improvement works is underway in Flintshire, which has been funded by Welsh Government and aims to accelerate the process of repairing our deteriorating local highway network.
The new local government borrowing initiative (LGBI) is providing an extra £10m of revenue funding to local councils to enable them to unlock an additional £120m of capital funding to accelerate the process of fixing our local roads and pavements. The initiative aims to significantly increase the amount of resurfacing and pothole repair work completed across the 22 Welsh local authorities, with a focus on roads most in need of attention.
Flintshire has secured £5.66m from the initiative for road maintenance over the next two years with a programme of works developed to improve the carriageway surface on a number of roads in the county, with significant investment planned. The programme is being split into phases and funding will be apportioned over two financial years: 2025-2026 and 2026-2027.
The first phase of the £2.7m resurfacing programme starts this week with works planned at 26 locations and a further second phase planned for later in the financial year. The carriageway patching programme started in August 2025, which is a £1.2m programme this year, and will continue over the two-year period, with surface dressing for 2025 already completed, delivering £0.450m of improvements to the road network.
Councillor Ted Palmer, Cabinet member for highways, said:
“We very much welcome this major funding, which will allow us to tackle the significant backlog of construction and repair work required on the road networks across the county. We know that this is a priority for our residents and local communities, and it’s essential that we keep our roads safe and well maintained.”
Programmes relating to carriageway and footway structural and surface treatments are prioritised from annual condition survey data and visual inspection to improve the highways infrastructure within Flintshire.
