Chester man handed five-year Criminal Behaviour Order

A man has been banned from entering an area of Chester, after shoplifting approximately £5000 worth of goods.

Stuart Fennell appeared at Chester Magistrates’ Court on Monday 24 April where he was handed a five-year Criminal Behaviour Order (CBO).

As a result of the order the 42-year-old, of no fixed abode, is banned from entering an area covering Greyhound Retail Park for the next five-years.

Following the order he must comply with the following conditions:

• Not to conceal items in bags or on his person.
• Not to enter any premises that he has been banned from.
• To leave any retail premises when asked by security or a member of staff.

If he breaches any of the conditions, he could face a penalty of five years imprisonment.

The order follows a number of shoplifting incidents in which Fennell stole or attempted to steal approximately £5000 worth of goods from Greyhound Retail Park.

Inspector James Wilson said: “Fennell is a prolific offender who has brought misery to Chester’s Greyhound Retail Park over the past 12 months.

“His offending has increased dramatically and despite multiple offers of support, he has refused to engage with officers, persistently showing no consideration for the impact his behaviour has had on others.

“Fennell has no regard for the criminal justice system, or the police and he cannot be allowed to continue to act in this way, which is both criminal and anti-social.

“I hope that this order provides reassurance to the local community and helps to deter Fennell’s criminal behaviour.”
