Cheshire West and Chester Council launches final consultation on Frodsham Town Council review

Residents and stakeholders are being invited to take part in the final stage of a Community Governance Review of Frodsham Town Council.

The review was originally requested by Frodsham Town Council to consider whether its current governance arrangements remain appropriate, including the number of councillors and warding arrangements.

Following two previous rounds of consultation, the Community Governance Review Committee is seeking final comments on recommendations that would:

• Reduce the number of Frodsham Town Councillors from 16 to 12.
• Remove the current four Town Council wards:
  • Castle Park
  • Frodsham Lakes
  • Frodsham Waterside
  • Overton and Five Crosses
• Elect all 12 councillors to represent Frodsham as a single parish from the May 2027 local elections.

Councillor Rachel Waterman, Chair of the Community Governance Review Committee, said:

"We welcome the engagement we have already received from residents, community organisations and stakeholders throughout this review and would encourage anyone with a view on these proposals to submit their final comments."

"Town and parish councils play an important role in local democracy. They provide a direct link between residents and decision-makers and help shape the future of our communities. It is important that governance arrangements remain effective, representative and fit for the future, and that is why we want to hear from as many people as possible before final recommendations are made."

The first consultation attracted a limited response, and a second consultation included a letter being sent to every household in Frodsham. Due to the relatively low response rate compared with the cost of a borough-wide postal exercise, this final consultation is being undertaken electronically and through direct engagement with key stakeholders and community organisations.

The consultation closes on Thursday 1st October 2026.

All comments received will be considered by the Community Governance Review Committee before it meets on Monday, 12 October 2026 to consider its final recommendations.
