Cheshire West and Chester Council officers investigated a number of fly-tipping incidents last month and as a result two culprits each received a £400 fine.
The higher level fixed penalty notices (FPNs) were issued for fly-tips in Ellesmere Port and Chester.
The first case involved rubbish dumped in Ellesmere Port, after it had been handed over to a ‘man and a van’ service.
The homeowner could also be liable, as they have a duty of care to check the person carrying their waste has the correct licence with the Environment Agency.
The second case involved two males fly-tipping two mattresses in Chester.
The Council’s Deputy Leader and Cabinet Member for Environment, Highways and Strategic Transport, Councillor Karen Shore said: “Our Public Protection teams continue to intensify their efforts to clamp down on fly-tipping in the borough.
“There is absolutely no excuse for fly tipping, not only is it an eyesore on our environment and a potential hazard to local wildlife, but it is also extremely costly for the Council to clear it up. We will take any steps necessary to find offenders and take robust action
If you discover illegal tipping of waste or see it being tipped, report it 24 hours a day here:

- A description of what waste was fly-tipped
- Whether there were any other witnesses and their details
- How many people were seen to dump the waste and any distinguishing features or a description of what they looked like
