Chester officers secure closure against anti-social behaviour and drugs hotspot

Officers from Chester’s Neighbourhood Team have secured a three-month closure order against a troubled property in Hoole area of the town.

On Thursday 12th June, officers from Chester’s Neighbourhood South Team were granted a three-month closure order at Chester Magistrates’ Court against a troubled property that caused considerable disruption and anguish for residents of Thirlmere Road in the Hoole area of Chester.

Local officers had attended the property numerous times in relation to anti-social behaviour and the property being used as a hub for drug-dealing and drug use, with over 55 individual incidents recorded at the address since the beginning of 2025. Yet despite frequent attempted engagement with the occupant, their behaviour never changed and their neighbours continued to suffer.

However, it was the fellow members of the community on the street that proved vital in the securing of the order to remove the troubled tenant. Through their engagement with their local Neighbourhood officers, a strong collection of evidence proving the occupant was causing disruption and distress to their neighbours was submitted to the court that subsequently resulted in the granting of the closure order.

Following the securing of the order by the courts, the occupant of the property on Thirlmere Road has been ordered to leave the address and find alternative accommodation, with all windows and doors being boarded up for a period of three months. Anyone who enters the addresses during that time will be committing a criminal offence and could be arrested or face a hefty fine.

Inspector Mat Beale, of Chester Local Policing Unit’s Neighbourhood Team, said:

“The securing of this three-month order, the 16th order our LPU has secured in the last 12 months, is a direct result of officers responding to the concerns of residents regarding the occupants’ extremely inconsiderate behaviour at the property. I do hope that it will serve as a warning to anyone who chooses to behave in this way could lose their homes as a consequence of their actions.

“I want to urge anyone with concerns about drug-related crime, anti-social behaviour or any other criminality in their community to contact their local officers and we will do all we can to address these issues and restore a sense of stability in your communities.

“We have since gone back to check in on the residents of Thirlmere Road and they have informed officers that their lives have vastly improved, with many looking forward to their first night of uninterrupted sleep in months."
